I believe that the last 10 years have witnessed the most rapid development in the history of the People's Republic of China. China has clearly articulated the "Two Centenary Goals", achieving the first, and has now embarked on its journey to realize the second.
The major accomplishment of the country during this period was undoubtedly the establishment of a moderately prosperous society in all respects — xiaokang society — and the victory over extreme poverty, which attained the Communist Party of China's first centenary goal on the occasion of the 100th anniversary of the founding of the Party. The solution to this problem is important at the global level, since the number of Chinese people who have improved their socioeconomic status makes a huge contribution to the efforts of the entire world community.
Over the past 10 years, we have also witnessed the rapid scientific and technological growth of China. Thanks to systematic efforts, the solid financial resources allocated for research and technology, advanced facilities founded for technological development and qualified specialists involved who have been educated at the world's top universities, China has managed to make technological progress that has facilitated the stable growth of the nation's economy.
The second centenary goal of building a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful by the 100th anniversary of the founding of the PRC in 2049 will undoubtedly also be accomplished.
I believe that the current difficulties in the economy are temporary and have resulted from the COVID-19 pandemic, which has had an adverse impact not just on the Chinese economy, but on the global economy as a whole. I am convinced that the Chinese government is quite capable of dealing with this and safely navigating the country through the current difficulties.
As China is a major world power and the world's second-largest economy, what is happening there justifiably compels the attention of the entire world community. The 20th CPC National Congress now takes pride of place as the focus of global attention. The role of the CPC in the nation's leadership is indisputable. All of the major accomplishments of the PRC have been led by the Party, and now the CPC will undoubtedly get on with its important mission of further uniting the nation on the path of socialism with Chinese characteristics to realize the goal of modernization.
I am certain that the changes being made to the Constitution of the Communist Party of China will facilitate the attainment of the second centenary goal. And from this standpoint, I believe that the congress is of historic importance for China's further progress.
The leadership of the Party and the country, as shown in the report delivered to the congress on Sunday by Xi Jinping, fully handles the situation in the country and keeps a clear line of sight on the tasks of further promoting foreign policy and addressing pressing issues such as socioeconomic growth and fighting corruption.
The report not only noted issues of concern, but also set specific goals and objectives. I believe that in the course of the upcoming plenum of the CPC Central Committee and government meetings, detailed plans for their practical implementation will be framed.
China's great political influence on the world stage and the country's resilient economic fundamentals allow us to speak with confidence about the country's future.
History proves that China, despite the various geopolitical and global problems that it has faced over the years, has always stuck to its unique development path, which has played a facilitating role in the growth of public wealth and the raising of the country's status on the world stage.
The Chinese leadership's clear vision for the future of the country and the Chinese nation is the key to confidence in the country's future. I believe that the CPC and the Chinese government serve as a good example of how the mission, to ensure that people enjoy better lives, can be carried out.
Kazakhstan, as China's closest neighbor and reliable strategic partner, is interested in the further social and economic growth of China. The development of the PRC affords grounds for new growth for neighboring countries as well. We will continue to further consolidate the eternal comprehensive strategic partnership and enhance mutually beneficial trade as well as economic, energy, transportation and investment cooperation.
Thirty years of diplomatic relations between the two countries have promoted a solid contractual and legal framework and mechanisms for interaction.
For the further continuation of effective Kazakh-Chinese cooperation, it is important to maintain the continuity of the goals and objectives of the strategic partnership.
I hope that the decisions that are made following the 20th CPC National Congress will not only facilitate pursuing the dynamics of bilateral cooperation charted in the state visit by President Xi to Kazakhstan on Sept 14, but will also facilitate taking them to a new qualitative level.
